City of Toronto Looking at Different Funding Models for Storm Water Management Capital Program

On November 13, Toronto City Council authorized the development of a new dedicated cost-recovery funding model to pay for its storm water management capital program. The new funding model will remove stormwater management costs from the City water rate. Toronto Water has been instructed to report back to City Council in the Spring of 2017 with the new funding model to be implemented in January of 2018.

The new plan will include a more representative costing model for the rehabilitation and replacement of the City's stormwater management system and its administration. A flat rate fee will be broken out on all water bills and will be charged to all residential properties, including condos. The revenue generated from this new tax will be dedicated to this capital program.

The intent of this new funding model is to address a number of emerging pressures around the City's stormwater management system, including: its Basement Flooding Protection Program projects and replacing vulnerable City sewer infrastructure.
